Week 0x1C

Lots of deployment improvements as I ran a “start from scratch” test. Rust compile times are a bore, so now we build containers on Github only when necessary so deployment can fetch the latest. Also laid some groundwork for artifacts/multimodal.

The web UI I’ve begun building for bear management is sparten but helps me think through the conceptual model. I think we’re going to switch to Deep Chat for the “local” chat UI, just because I’m really craving simplicity for that.
